Following an extensive recruitment campaign, Bowls England are delighted to announce the appointments of three Board Members and two Vice Presidents, who will begin their tenure following the 2025 AGM.
Board Member application details were distributed to counties with over 90% returning their votes, a record for Board Member elections. Sian Honnor and Steve Warren will take post as new elected members of the Board, following the upcoming departures of Margaret Doherty and Stephen Hemsley. Foster Johnson, who has been a Bowls England Board Member since 2020, was re-elected and takes the final available position. Bowls England extends profound gratitude to Margaret and Stephen for their years of service and look forward to working with those joining the Board in 2025 for their three-year tenures.
Bowls England is also pleased to announce the appointments of Kim Harris and Paul Green as Vice Presidents, who will support Shiela Storey during her Presidential year.

Member-Elected Board Directors (2025 – 2028)
Sian Honnor, Kent
Sian has nearly 30 years of experience in bowls, representing England since the age of 13 and has gained a deep understanding of both elite and grassroots aspects of the sport. Her passion for fostering positive change motivated her to apply for the Bowls England Board and she aims to help develop the sport’s image to emphasize its inclusivity, competitiveness and community value.
Professionally, Sian is a seasoned journalist and communications expert with extensive experience in strategic communications, governance, safeguarding, and diversity. She has successfully developed communication strategies, managed PR crises, and created engaging, inclusive content for diverse audiences. As a skilled storyteller, Sian builds compelling narratives that connect with stakeholders and the public. With a strong commitment to ethical practices, she leverages her expertise to forge relationships, ensure accountability, and support the Board’s mission and values.
Foster Johnson, Durham
Foster has dedicated over 40 years to bowls, serving as club secretary, chairman and vice-president and, since 1992, has been the county administrator for Bowls Durham. As a current Bowls England Board Member, he brings extensive governance experience, having contributed to policy development, membership schemes, and management committees at both county and national levels. His vision focuses on fostering transparency, inclusivity, and strategic growth to strengthen the sport’s future.
Professionally, Foster has led large teams and has overseen governance initiatives in a metropolitan authority – skills he now applies as chair of Bowls England’s Governance Working Party. Foster is driving efforts to meet Sport England’s Tier 3 Code of Governance and support Bowls England’s “Fit for the Future” strategy by promoting collaboration and innovation across all levels of the sport. Dedicated to uniting grassroots and elite players, Foster aims to ensure Bowls England thrives for years to come.
Steve Warren, Berkshire
Steve brings a diverse blend of professional and sporting experience to the Bowls England Board. As a Board Director at Peru Consultancy, he specialises in IT outsourcing, brokering multi-million-pound contracts, and overseeing sales governance and internal communications. With a career that spans project leadership roles at Zurich Insurance and voluntary positions as treasurer for large youth football teams, he brings expertise in financial oversight, governance, safeguarding, and strategic communication. His professional background has honed skills in storytelling, stakeholder engagement, and developing impactful strategies.
On the bowls green, Steve has an impressive competitive history, winning national titles, representing England both indoors and outdoors, and now actively participating in county competitions after a 17-year break. Passionate about revitalising grassroots bowls and committed to Bowls England’s “Fit for the Future” strategy, he is eager to use data-driven insights, innovative marketing, and inclusive initiatives to attract new players, celebrate diversity, and secure the sport’s long-term success.
Vice Presidents (2025 – 2026)
Kim Harris, Devon
Kim has been an active and dedicated member of the bowling community since joining Fordingbridge Bowling Club in 2010, alongside her husband. Her commitment earned her life membership at the club when she relocated to Devon in late 2022, where she now contributes significantly to Holsworthy Bowling Club as bar manager and Ladies Vice Captain. Known for her leadership and innovative thinking, she introduced a mentoring scheme to enhance new members’ experiences. Her extensive contributions also include serving as County Competition Secretary for Hampshire West and holding roles such as Club President and Committee Chairman. Most notably, she was the Ladies County President of Hampshire in 2022, a highlight of her bowling career.
Professionally, Kim brings a wealth of experience from her career at EY, a top global professional services firm, where she worked in recruitment and talent management for nearly two decades. Her roles required strong communication, public speaking, and networking skills, which she now applies in her ambassadorial capacities within the sport. As part of the Bowls England Presidential Team, she seeks to foster connections with clubs nationwide, gathering insights to help Bowls England address grassroots needs and shape strategic initiatives. Outgoing, inclusive, and a natural leader, Kim aims to represent Bowls England with integrity while championing the sport’s future.
Paul Green, Northamptonshire
Paul is a dedicated and experienced bowler with over 45 years of active participation in the sport. Starting at age 11, he played alongside family members, later excelling in local park leagues and progressing through private clubs, where he served as Captain and President. Paul has held key roles in the sport, including Vice President and President of Bowls Northamptonshire (2019–2021) and Match Secretary for the county. In 2023, he was invited to serve as Vice President of the Midland Counties BA, becoming President in 2024. A current Middleton Cup squad member and accomplished competitor at club and county levels, Paul is a passionate advocate for new players, offering mentorship and encouragement.
Paul envisions modernising the perception of bowls, promoting inclusivity across all ages and abilities, and attracting former athletes from other sports to join the game. As a proven ambassador for bowls, Paul is committed to supporting clubs and players, emphasizing the importance of grassroots development to sustain and grow the sport at all levels.
