Introducing the Updated Regulation 9 (R9) and model Code of Conduct

Bowls England has today (Monday 1st December) released an update of Regulation 9 (R9) after four years of work undertaken by the Disciplinary Working Party to make the process clearer, fairer and easier to use for our membership.  

Key changes include introducing an informal process for low level complaints, simplifying the language used, and creating practical resources such as workflows, guidance, training and FAQs. 

R9 applies a proportionate approach to addressing misconduct: 

  • Informal process for minor misconduct 
  • Mediation for moderate misconduct or repeated minor issues 
  • Formal hearing for serious misconduct or failed mediation 

These improvements ensure consistency, transparency, and support for everyone involved. 

All Affiliated Clubs and County Associations must reference Regulation 9 in their governing documents as the route to address complaints of misconduct.  

From 1st December, all new complaints must follow this updated version of R9. Any cases already in progress under the previous Regulation 9 should continue under that version until completion.

Model Code of Conduct 

Our sport is built on fairness, respect and camaraderie. To help Clubs uphold these values, Bowls England has created a model Code of Conduct which promotes a welcoming, inclusive and safe environment for everyone – on and off the green.  

Breaches will be addressed under Regulation 9 (R9), ensuring consistency and fairness.
