R9: Code of Conduct |

Introduction

Bowls is a sport that thrives on its traditions of fairness, respect and camaraderie. It should be played not only in accordance with the Laws of the Sport of Bowls, but also in the spirit of the game and the values of Bowls England:

Collaborative, Adaptable, Responsible and Encouraging (CARE)

To support this, Bowls England has developed a Code of Conduct template for our Affiliated Clubs and County Associations. The Code is a practical tool designed to assist our network in articulating their commitment to creating a welcoming, enjoyable, and inclusive environment for everyone involved in the sport, both on and off the green.

This template is not a rigid set of rules, but a flexible framework that our Affiliated Clubs and County Associations can edit and personalise to reflect their own identity, culture and priorities. It provides clear guidance on expected behaviours for players, team managers, officials, volunteers, coaches and supporters, reinforcing the shared responsibility we all have in upholding the values of CARE.

Why We Created the Code of Conduct

Consistency with Bowls England’s Culture
It aligns local governance with the national direction, ensuring that the values of CARE are embedded at every level of the sport.
Empowerment Through Clarity
It helps Clubs and Counties set clear expectations, reducing ambiguity and supporting proactive management of conduct issues.
Support for Regulation 9
It complements the new disciplinary framework by providing a reference point for acceptable behaviour, making it easier to address complaints fairly and transparently.
Encouraging Positive Environments
It promotes respect, inclusion, and enjoyment – key factors in retaining members and attracting new participants.
