While R9 remains the primary reference point for all disciplinary matters, these supporting documents offer practical application guidance to help affiliated members interpret and apply the regulation effectively in real-world scenarios.

These resources are designed to be clear, accessible and adaptable, ensuring that our Affiliated Clubs and County Associations can use them confidently while maintaining alignment with R9.

Training and Ongoing Support

To further support understanding, a series of training videos have been recorded and are available on the Bowls England website in the Training section. These videos are accessible 24 hours a day, allowing Affiliated Members to learn at their own pace and revisit content as needed.

Understanding R9

What is R9?
R9 is Bowls England’s process for handling misconduct complaints. It ensures that all complaints are dealt with fairly, consistently and in line with principles of natural justice. R9 is shorthand for Regulation 9.
Who does R9 apply to?
It applies to: All Affiliated Members; Affiliated Clubs; County Associations. It covers misconduct that occurs during or in connection with Bowls England, County, or Club events or while representing these bodies.
What if my Affiliated Club doesn't follow R9 in their constitution?
R9 (often referred to as Regulation 9) is Bowls England’s mandatory process for handling misconduct complaints. It is a condition of affiliation that every Affiliated Club and County Association adopts and implements Regulation 9 within its governing documents (such as its constitution or equivalent). To remain affiliated, Clubs must ensure their constitution explicitly references Regulation 9 and that all disciplinary matters are handled in accordance with it.

Making a Complaint

How do I make a complaint as an Affiliated Member?
Use the official Bowls England Complaints Form. Submit it to the appropriate Complaint Assessor (Club Chair, County Chair or Bowls England). Complaints must be submitted within 14 days of becoming aware of the issue.
How do I make a complaint as a non-Affiliated Member?
If you are not an Affiliated Member but have a concern, you can raise it with Bowls England. A preliminary investigation will be conducted by the Complaint Assessor, and if valid, it will be processed under R9 on behalf of the relevant Club, County, or Bowls England.
Can I make a complaint anonymously?
No. Anonymous complaints are treated as feedback and will not be investigated under R9.
I don't know which level to submit my complaint to.
If you’re unsure whether your complaint should go to the Club, County, or Bowls England, consider: Where the misconduct occurred (Club matter, County event, or National event); If in doubt, contact your County Disciplinary Officer or Bowls England for direction.

How does R9 work?

Summary of R9
R9 works by applying a proportionate process based on the seriousness of the misconduct. Minor issues are handled through an Informal Process, moderate cases or repeated minor issues go to Mediation, and serious misconduct or failed mediation leads to a formal Hearing. Each route ensures fairness and follows clear timelines and templates.
What if the misconduct involves the police or safeguarding concerns?
The disciplinary process will be paused while external investigations take place. Bowls England may impose a temporary suspension for protection or compliance reasons – please contact the Disciplinary Lead as soon as possible.
Can multiple complaints be heard together?
Yes. If two or more individuals are involved in the same misconduct incident.
Can I challenge the composition of the Disciplinary Hearing Panel?
Yes. You will be informed of the panel members at least 14 days before the hearing. Each party may submit one written challenge to the Complaint Assessor if they believe a panel member cannot act impartially.
What happens if a Club or County doesn’t follow R9?
If an Affiliated Club fails to follow R9, the County Disciplinary Officer may intervene in the case.
Can hearings be held online?
Yes, hearings can be conducted virtually if agreed by all parties and the Disciplinary Hearing Panel.
What happens if a witness refuses to attend?
Attendance is not mandatory, but their written statement will still be considered.
Are there templates for letters and reports?
Yes, there are many templates available via the Bowls England website.
