After a combined 25 years of service, Board Members Margaret Docherty and Stephen Hemsley are stepping down from their positions following the end of their recent tenure. Both Margaret and Stephen have been cornerstones of the Board, as well as servicing the sport for many years.
Margaret has been a hard-working volunteer at both County and National level over many years and has bowled since 1978 representing both her club and county. At national level, she was president of the EBWA in 2006 and served on the Championship committee for 11 years and as executive assistant. Margaret is most proud of working alongside Norma Hazzledine as Assistant Competition Manager for the 2002 Commonwealth Games in Manchester. She has also served as County Administrator since 2011. Joining the board at the formation of Bowls England in 2008, Margaret formally held the position of Director of Competitions.
Stephen has been a member of the Board since September 2017. Joining us with a strong business background working in hospital management, he brought those skills and experiences to Bowls England as Director of Finance. He has led our strategic financial planning, working closely with me and the Chief Executive, developing long-term budgets and putting us on a strong financial footing.
Stephen is currently treasurer of Bolton BC and Lancashire and been instrumental in the success of his club and county in recent years. He was County Middleton Cup Team manager and player. With the additional free time, we hope he continues to enjoy his bowls, golf and time with his wife in South Africa.

Reflecting on her time as Board Member, Margaret said,
“I am very proud to be given this honour. Bowls has changed a lot, but it has changed for the good. And I thank the Chair of the Board and CEO for putting bowls in sound footing. You won’t see the last of me!”
In recognition of their services to Bowls England and the sport in general the Board has awarded them both Life Membership of Bowls England.
We thank Margaret and Stephen for their exceptional dedication, service, and contributions which have significantly enriched our sport throughout England.
